Newly declassified documents released Thursday by Director of National Intelligence Tulsi Gabbard show that a U.S. national laboratory assessed the COVID-19 lab-origin hypothesis as a serious possibility as early as May 2020, as well as evidence of U.S.-funded coronavirus research that included planning for spike-protein modifications, receptor-adaptation experiments, and testing in humanized mice in collaboration with researchers at the Wuhan Institute of Virology.

The documents also prove that Anthony Fauci lied under oath. 

The release, issued on Gabbard’s last day on the job, includes an eight-page May 27, 2020, assessment from Lawrence Livermore National Laboratory’s Z Program. That assessment concluded that “all of the necessary conditions for an accidental release of a laboratory-modified coronavirus - specifically a coronavirus adapted to recognize human cell receptors - were present at the Chinese Wuhan Institute of Virology in mid-to-late 2019.” It assigned equal weight to a laboratory-modification hypothesis and a natural-origin scenario.

Meanwhile, Recall that while the government was locking us down, Dr. Anthony Fauci and those in his orbit were actively fabricating a 'wet market' narrative that would conceal US research as a possible origin - despite his own advisors initially insisting that COVID-19 looked manmade.

In his January 2024 transcribed interview, Fauci was asked about conversations concerning the same three topics - COVID origins, WIV, and EcoHealth. When asked about the CIA, he answered yes: he said he was briefed “once or twice” in a secure NIH facility and also recalled a briefing in a White House situation room.

The newly released documents then show a June 4, 2021 briefing involving CIA/WCP personnel, NSC officials, and Fauci, during which Fauci offered views on pangolin research, sick WIV researchers, single-lineage vs. multi-lineage evidence, and recommended scientists for the IC to contact. A separate CIA-context email says that same 40-minute secure video teleconfrenece involved CIA/WCPMC officials and that Fauci gave thoughts on the 4 May 2021 COVID-origin briefing and recommended U.S. scientists to consult.

So, he lied. 

According to a statement released with the files, "Fauci worked with politicized career leadership in the Intelligence Community (IC) to suppress the truth about his actions, the virus’ lab-leak origins, and his role in directing U.S. funding for this dangerous research that caused immeasurable harm and countless lost lives. These documents expose Fauci’s direct role in influencing and manipulating IC assessments on COVID-19, and how Fauci lied to Congress in 2024, when under oath he denied knowledge of or participation in discussions with intelligence officials about viral research."

U.S.-Funded Research and Planning for Coronavirus Manipulation

The files include the Year 5 progress report for EcoHealth Alliance’s NIH grant 5R01AI110964-05. Under Specific Aim 3, the project outlined plans to:

Sequence spike genes from bat coronaviruses.

Create mutants to assess how much further evolution would be needed for efficient use of human ACE2 or other receptors.

Conduct receptor-mutant pseudovirus binding assays.

Perform infection experiments in cell lines and humanized mice.

This research track overlaps with work described in the 2018 DEFUSE proposal, which involved EcoHealth Alliance, Peter Daszak, Ralph Baric of the University of North Carolina, and Shi Zhengli’s team at WIV. The proposal sought to create chimeric bat coronaviruses with enhanced human infectivity, including consideration of furin cleavage site insertion to improve lung-cell entry, and to test the resulting viruses in humanized mice originally developed in Baric’s lab.

A 2016 WIV paper included in the release describes a synthetic shuttle vector system for assembling large DNA fragments, with demonstrated capability up to 31 kilobases. The authors presented the method as a tool for “genome-scale DNA reconstruction,” a technique relevant to synthetic biology and virus engineering.

Surveillance work under the same NIH grant reported that 9 of 1,497 rural residents in southern China (0.6%) were seropositive for bat SARS-related or HKU10 coronaviruses.

Among other things, the NIH helped fund experiments at WIV that infected genetically engineered mice with “chimeric” hybrids of SARS-related bat coronaviruses in what some scientists have described as unacceptably risky research.

Andersen laid them out plainly in an email to Fauci that same evening. “The unusual features of the virus make up a really small part of the genome (<0.1%) so one has to look really closely at all the sequences to see that some of the features (potentially) look engineered,” Andersen wrote in the email. “I should mention,” he added, “that after discussions earlier today, Eddie, Bob, Mike and myself all find the genome inconsistent with expectations from evolutionary theory. But we have to look at this much more closely and there are still further analyses to be done, so those opinions could still change.” -The Intercept

Internal Discussions and Awareness of Manipulation Research

A June 8, 2021, internal email in the release references a 2016 New York Academy of Medicine meeting at which Peter Daszak reportedly discussed colleagues in China “manipulating the spike protein on coronavirus to make them more virulent.”

Other 2020–2021 emails show officials debating technical concerns, including references to a DOD report on a “suspicious added furin-site” and FBI reporting containing unusual genetic descriptions. One analyst noted the risk that non-experts could misinterpret technical data while still calling for scrutiny. Another observed that “the IC took direction straight from NIH… the people that funded the Wuhan Lab” and referenced “a complex web of money and politics influencing analysis.”

Picking Their Reviewer

July 2021 emails concerning the selection of outside reviewers for COVID-origin assessments show officials rejecting several candidates for political sensitivity or conflict-of-interest reasons:

James Clapper was viewed as too politically “hot.”

Anthony Fauci was flagged due to his position as a “customer” of the assessment through NIH funding ties.

Michael Morell was considered “too public.”

Sue Gordon and another individual identified only as “Beth” were also set aside.

These materials provide primary-source documentation that a U.S. national laboratory assessed a laboratory origin as equally plausible to natural emergence at a time when prominent scientific publications were publicly emphasizing a natural zoonotic source and characterizing alternative hypotheses as conspiracy theories. This includes the February 2020 Lancet letter and the March 2020 Nature Medicine paper “The Proximal Origin of SARS-CoV-2”, along with subsequent amplification by NIH leadership.

The research details in the declassified grant reports and proposals involved techniques and modifications - spike-protein engineering, receptor adaptation, humanized-mouse testing, and consideration of furin cleavage sites - that later featured prominently in scientific debate over SARS-CoV-2’s characteristics.

Describing the findings as “probably the most important topic of our time,” the panelists addressed “#PlasmidGate” and its implications “for all people of the world.”

However, “Once the trial was complete, they [performed] a big bait and switch,” he said. “They moved to a production process that manufactured this DNA in E. coli.”

“With that comes a different risk,” McKernan said. “When they switched to scale this up, … now you had to get the DNA out of E. coli and not have any of the parts of E. coli come with it.”

McKernan explained that parts of E. coli are known endotoxins that can cause anaphylaxis, a severe allergic reaction.

Bhakdi said, “Contamination of mRNA vaccines with plasmid DNA … must be expected to be the rule and not the exception.”

McKernan discussed “the most striking revelation”: SV40 cancer-promoting components found in the Pfizer monovalent vaccines. These were “not disclosed to the regulators,” he said.

This is important, McKernan said, because “SV40 is a well-published tool for gene therapy. If you want to get DNA into the nucleus, this is the shuttle that you use to get it done.”

According to McCullough, SV40 stands for Simian Virus 40. “These are known commercial enhancers to upregulate the production of a gene in E. coli to produce a product,” he said.

The SV40 genetic code is well-known to be taken up into human cells and to potentially cause cancer. “It promotes proto-oncogenes to turn on and actually become cancerous within cells,” McCullough said.

Lindsay called SV40 a “super promoter,” explaining that SV40 is “great at driving gene expression and if that should sit above an oncogene, of course you could have an explosion of an amplification in a cancer gene.”

The Hudson Institute hosted Dr. Steven Quay on Monday afternoon for a discussion on COVID-19 origins, during which he presented genetic evidence from his new book, The Code as Witness, arguing that the virus originated through gain-of-function research in a Chinese lab.

Quay warned that irresponsible and unregulated gain-of-function research is accelerating globally and could produce pathogens far deadlier than the one that caused COVID.

Director of National Intelligence Tulsi Gabbard has declassified new intelligence material that she claims reveals longstanding U.S. government funding for more than 120 biological laboratories across more than 30 countries, reopening questions about oversight of overseas pathogen research and the extent of public knowledge about those programs.

The intelligence dump goes beyond the debate that surrounded Ukrainian laboratories during the early stages of Russia’s invasion. The Intelligence Community identified a global network of U.S.-funded facilities, according to Gabbard, many of which have conducted research involving hazardous and highly contagious pathogens.

Military.com exclusively reported how Sen. Tom Cotton (R-Ark.) introduced legislation aimed to increase mandatory criminal penalties for individuals smuggling bioweapons into the United States, coming on the heels of Department of Justice-announced charges against two National Institutes of Health researchers caught for allegedly bringing vials of monkeypox into the country from Africa.

Gabbard is in her final days as DNI, recently announcing that her husband had contracted bone cancer as an impetus for leaving the position. She has faced scrutiny in her role due to her past remarks about "forever wars" and U.S. military intervention—dating back to when she was an elected Democrat and presidential candidate—and how those views have shifted, starting with strikes on Venezuelan vessels last summer and since the U.S. started attacking Iran on Feb. 28.

President Donald Trump on Thursday endorsed Jay Clayton, U.S. attorney for the Southern District of New York and former chair of the Securities and Exchange Commission, as the next DNI. It was somewhat of a curveball after Bill Pulte, director of the Federal Housing Finance Agency, was originally endorsed by Trump to succeed Gabbard less than two weeks earlier.

Ukraine Was Only One Piece of a Larger Program

Much of the public debate over foreign biolabs has centered on Ukraine. The newly declassified slides suggest U.S. involvement there was extensive.

One slide within the new DNI report states more than 40 laboratories in Ukraine were built or supported through U.S. government funding. The same document describes training for Ukrainian scientists working in bio-containment facilities and identifies programs involving storage, surveillance and research related to dangerous pathogens.

The slides list pathogens and diseases including anthrax, tularemia, plague, tuberculosis, African swine fever, Newcastle disease, MERS, SARS, Marburg virus, Ebola virus and Lassa fever. According to the documents, U.S.-funded facilities conducted research involving highly infectious pathogens and participated in programs examining the genomes of highly pathogenic avian influenza and other viruses.

The slides also identify specific facilities and funding amounts. The Central Reference Laboratory at the Ukrainian Research Anti-Plague Institute in Odesa received more than $3.4 million in U.S. funding. The Institute of Veterinary Medicine of the National Academy of Agrarian Sciences received more than $2.1 million. Additional funding went to laboratories in Kherson and Zakarpattia.

The network diagram included in the declassified material extends well beyond contractors and intelligence agencies. The slide depicts connections involving the U.S. Department of Agriculture, the Centers for Disease Control and Prevention, the U.S. Army Medical Research Institute of Infectious Diseases, the Naval Medical Research Center, the World Health Organization and the United Nations Food and Agriculture Organization.

It also includes several American higher education institutions, including the University of Florida, the University of Alaska Anchorage, Kansas State University, the University of Tennessee and the University of New Mexico, alongside Ukrainian institutions and other foreign organizations.

The documents do not explain the specific role of every entity shown. The breadth of the chart, however, illustrates that the programs discussed in the release extended beyond a few laboratories and involved organizations from public health, agriculture, academia, international development and national security.

A Warning About Dangerous Pathogens

One of the most significant disclosures involves a warning previously circulated within the Intelligence Community.

According to Gabbard’s office, intelligence analysts warned that a U.S.-funded laboratory in Ukraine likely housed dangerous pathogens and remained vulnerable to Russian attack, seizure or accidental damage during the war.

Russian military operations have repeatedly moved through areas containing laboratories supported by Western governments. Intelligence officials reportedly viewed those facilities as vulnerable enough to warrant internal warning products.

Gabbard argues that information about the scope of these laboratories was deliberately withheld from the public and that individuals who raised questions about their existence were frequently dismissed or accused of spreading foreign disinformation. Back in 2022, then-Lt. Col. Tulsi Gabbard faced criticism after warning that U.S.-funded biolabs in Ukraine could be compromised during the war.

Critics, such as then-Sen. Mitt Romney (R-Utah), accused her of telling a “treasonous lie” and amplifying Russian disinformation. Gabbard argued that the existence of U.S.-supported laboratories in Ukraine was a matter of public record and that the concern was the potential release of pathogens if fighting reached those facilities.

That allegation remains politically controversial. The newly released documents, assuming authenticity, establish that U.S.-supported laboratories existed in Ukraine and that federal agencies funded research, training and infrastructure projects involving biological materials and infectious diseases.

Why the Release is Important

The timing of the release reflects a broader shift in federal policy toward biological research.

In May 2025, President Donald Trump signed Executive Order 14292 restricting federal funding for gain-of-function research and directing agencies to identify biological research activities that could pose risks to public health or national security. The administration argued that research capable of increasing the transmissibility or lethality of pathogens required significantly greater scrutiny.

Gabbard’s office said some of the foreign laboratories funded by the United States have conducted research involving hazardous pathogens and, in certain cases, gain-of-function activities. The release does not identify every laboratory involved or provide a comprehensive list of projects currently underway.

Instead, Gabbard announced new guidance directing intelligence agencies to increase collection efforts on foreign biological laboratories and facilities receiving U.S. support. According to the release, those efforts are already producing new information regarding clinical trials and ongoing research programs, raising what Gabbard described as ethical, financial and national security concerns.

Growing Questions About Biological Oversight

The release arrives amid several unrelated cases that have heightened public concern about biological oversight and pathogen security.

In Nevada, investigators discovered what authorities described as an unauthorized biological laboratory operating from a residential property in Las Vegas. The investigation led to the seizure of biological materials and laboratory equipment, although some federal charges connected to the case were later dropped.

At the beginning of June, federal prosecutors charged two NIH researchers with allegedly smuggling biological materials, including deactivated monkeypox samples, into the United States from the Republic of Congo.

Those cases are unrelated to the overseas laboratories identified in Gabbard’s release. Together, however, they have intensified scrutiny of how governments, researchers and public health institutions manage dangerous biological materials.

The debate is no longer whether U.S.-supported laboratories exist overseas, as the newly declassified documents establish that they did. The larger question raised by Gabbard’s release is whether Congress, policymakers and the public had a complete understanding of how many facilities existed, what research they conducted, and what pathogens they contained.

It is noted that Albania's Special Prosecution Office against Corruption and Organized Crime (SPAK) reported that an investigation into international cocaine trafficking revealed the involvement of several individuals in "operations suspected of aiming to conceal the origin of assets and integrate illegal proceeds into the formal economy."

SPAK reported that it had requested the court to issue arrest warrants for 20 individuals. As of Saturday, only four of them had been arrested. 

The statement noted that the courts issued rulings for the preliminary seizure of "several assets related to purchase and sale agreements." The suspects in the case were identified only by the initials A.Sh., F.S., and B.S. A company "A...L...D... Sh.a." was also mentioned. Media reports suggest this could be the company Albania Land Development (ALD).

According to prosecutors, part of the suspicious investments are related to real estate and construction projects in Tirana, Palasë, Himarë, and other coastal areas.

"The amount placed under preliminary seizure exceeds 128.4 million euros," the report says.

According to public documents from the Albanian business register reviewed by AFP, the company purchased large plots of land in Zvërnec, which appear to be featured in Kushner's tourism project.

My emails and records show Africacom has been repeatedly informed of these probes and the existence of a scheme. And after these credible, verifiable warnings, you ordered soldiers to go to Kenya to continue the scheme, namely, in the past 20 hours or so. Is that correct?

Today it is reported that  AFRICOM, which played a central role in Operation United Assistance, a 2014 sending 3,000 U.S. troops, including from the 101st Airborne Division, is once more sending soldiers to an ebola unit  exposing them to ebola and  in defiance of a court order of the Kenyan High Court.

The Kenyan High Court has suspended the construction of the ebola center pending inquiries as to whether it will be run according to the high standards required to avoid nosocomial and other infections.

It is extraordinary that you do not share the concern of the  High court.

It is extraordinary that you in breach of your duty of care for your soldiers do not want to ensure that the ebola centre under dispute does not lead to cross infections of people working at the centre which could spread ebola in Kenya and the USA by ascertaining and evaluating the precise details of how it will be run.
