Makes no attempt to cite anything in the New Testament to support his claim.

Therefore, he cannot claim to be a Christian. A Christian believes in Jesus Christ and the NT as the absolute truth.

Christians do not cite the OT. 

In Mt Athos, for example, many Orthodox Greek monks like St Porphrious also, were, are ordered to read only the NT. They spend years, decades, a life time reading the NT.  Christians put Christ at the centre of their spiritual life. He is the Messiah promised in the OT.

They never read the OT apart from the Psalms and portions, used in services.
