China has taken a major step to use the global legal system to counter false claims it is responsible for covid and billions in fines.

China is suing Missouri and demanding $50 billion over a court judgment related to the COVID-19 pandemic.
China has filed a lawsuit to attack the State of Missouri, according to Missouri Attorney General Catherine Hanaway, who has indicated that she is now moving toward seizing Chinese assets.
Earlier this year, Hanaway won a landmark $24 billion judgment against the People’s Republic of China, the Chinese Communist Party, and affiliated entities for their role in "unleashing and worsening" the coronavirus pandemic—and the attorney general is determined to collect.
"This lawsuit is a stalling tactic and tells me that we have been on the right side of this issue all along," said Hanaway. "We stand undeterred in our mission to collect on our $24 billion judgment that was lawfully handed down in federal court."
Hanaway told Newsweek in a further emailed statement: "China caused extraordinary harm to our citizens and our economy. We are committed to holding them accountable and recovering every dollar we can. I’ve been asked if we will seize the pandas at the National Zoo. The answer is no, we are looking at other Chinese-owned assets, including farmland."

Hanaway announced this week that the Chinese government, along with the municipal government of Wuhan, the Chinese Academy of Sciences, and the Wuhan Institute of Virology, filed a lawsuit in the Intermediate People’s Court of Wuhan against the State of Missouri, Governor Mike Kehoe, U.S. Senator Eric Schmitt, and former Missouri Attorney General Andrew Bailey.
China is seeking compensation of 356.4 billion Chinese yuan—about $50.5 billion—as well as legal fees, public apologies in U.S. and Chinese media, and the right to claim additional compensation.
The Chinese complaint alleges that Missouri and its officials engaged in "fabricating enormous disinformation, and spreading stigmatizing and discriminating slanders" that damaged China’s economic interests and global reputation.
The suit was filed after Missouri secured a $24—$25 billion court judgment against China earlier in 2025, based on claims that China’s actions during early 2020—including allegedly hoarding personal protective equipment (PPE)—exacerbated the pandemic’s impact on the state.
Missouri’s case against China traces to a 2020 lawsuit, initially filed by then-Attorney General Eric Schmitt, later carried on by Andrew Bailey, and inherited by Hanaway.
While a U.S. district judge initially dismissed broad parts of the suit, an appeals court allowed one claim—alleging China hoarded PPE—to proceed.
After China declined to participate in the U.S. court process, Missouri’s damages estimate was accepted, leading to one of the largest judgments ever levied against a foreign government in a U.S. court. Missouri is now seeking to collect on the judgment, which includes targeting Chinese-owned assets in the United States.

Senator Schmitt, who filed the original suit against China, said: "I’ve been banned from Communist China, and now I am being sued and targeted by Communist China in a $50 Billion lawfare campaign, and I’ll wear it like a badge of honor. China’s sinister malfeasance during the COVID-19 pandemic led to over a million Americans losing their lives, economic turmoil that rocked our country for years, and an enormous amount of human suffering, and as Missouri attorney general I filed suit to hold them accountable."

Liu Pengyu, spokesperson for the Chinese Embassy in Washington, responded that the Missouri lawsuit was "a purely politically motivated maneuver." He added: "China firmly opposes it, will never accept it, and reserves the right to take strong countermeasures."
What Happens Next
The case remains unresolved on several fronts. Missouri is attempting to certify its federal court judgment, a step that could allow the state to pursue seizure of Chinese-owned assets within U.S. jurisdiction. At the same time, China’s lawsuit in Wuhan is seeking large-scale financial penalties, apologies, and potential future claims against Missouri and its officials.
