As the President with authority over the US government and its adminsitrative units, it goes without saying that Trump can shut down departments, put staff on leave and offer buy outs as well as discipline staff for objective shortcomings in theit duties.
In fact, shutting down departments, firing or retiring thousands of officials, cutting waste is a standard part of government.
For the WaPo and also top Dems to suggest Trump is behaving like a dictator in closing USAID etc misses the point. They behaved like dictators with the covid jab mandates, J6, the lawfare against Trump etc They broke the laws. They violated the Constiitution.
Trump, by contrast, is merely wielding executive power over the bureacucracy he has authority over for legitimate purposes of saving tax money, stopping corruption etc
