Matthew Crooks propped his ladder up against a building filled with police officers and climbed on top with a rifle with police officer just meters away behind a door. Think about that. About a dozen heavily armed police were inside the building, and not on the roof of a building which was a perfect snipers perch, although the building they were in was supposed to be technically outside the security perimeter and ignored.
